Wikimedia India intends to launch a Infrastructure Scholarship Program for established Wikimedians and Communities. A good example to cite is Tamil Wikipedia's support for monthly internet fee which has shown promising results in retaining existing contributors and enabling them to be more active. This is mainly intended at removing limitations in contributing for user groups like students, unemployed and others facing financial constraints. There is only a limited budget. So, please endorse scholarship requests with care so the really needful people are not left out.

How to apply?

Please place a request (here is an example) for the same in your own language community, English Wikipedia project page or Meta. Get endorsements from your community. Please explain in detail about your current situation, quantify how the support will enable you to contribute more. Once you have allowed at least one week time and find enough support, place a request at the bottom of this page.

How do we support?

Based on your past contributions, community endorsement and budget available with WMIN each request will be approved case by case either fully or partially. Renewal of support will be based on contribution level during the previously supported period. Whenever possible, payments will be directly made to vendors. Some purchases may remain community / chapter owned so it can be used by many contributors if one goes inactive.

Bangalore Community

We have been conducting WikiAcademy in various institutions. The common problem we are finding is that not every one have their own laptop/tab to edit. and no WiFi availability. we will need 5 Tabs, 2 WiFi Internet Dongles. These can be placed in Wikimedia Bangalore office and any Bangalore Wikimedian take it for his/her events.

Estimaged Budget

  • Tabs: 5*12,000 = 60,000
  • WiFi Dongle: 2*2000 = 4000
  • Internet Bill: 2*3600 = 7200

Community Interest

Arkrishna 16:31, 2 March 2015 (IST)

Hi Arkrishna, at this moment, this program aims to enable individual contributors for their daily or regular contributions in an individual capacity. We did propose a training facility for Bengaluru in WMIN office premises during our last FDC grant request. But, it couldn't materialize due to reduced funding. We will definitely keep this need for outreach volunteers and plan something on these lines during our next grant proposal. Thanks.--Ravi 13:32, 9 March 2015 (IST)

User:Titodutta Scanner

My name is Tito Dutta (User:Titodutta), mostly active in En WP and Commons.

Estimated budget
  • Scanner: this INR 4200 (or check yourself in the web)( or suggest a scanner from Flipkart or Amazon or check its price)
  • this book INR 500

  • 50% of Tata Photon internet bill for six months — INR 3900 — (original copy of internet bill sent to Ravi-ji, note, please break this 6 months n 2 months' instalment (i.e. INR 1300 in every two months).
  • Total: INR 8600 (USD 135.721). (a part of it is requested to be sent Please add another INR 180 (USD 3) for Paypal transactions, because of their fees and lower conversion rate. (updated on 17:38, 23 December 2014 (IST), bank transaction is also fine)

I am requesting these support for now:

  • A scanner
I'll not mention any particular scanner name here. Any good scanner, second hand is also fine, but make sure it actually works.
The cost of the book is INR 500, I can provide scanned copyy of receipt. The book is not available in local library. I don't have membership of RKM, Kolkata.
  • 50% of Tata Photon internet bill for six months — INR 3900 — (original copy of internet bill sent to Ravi-ji, note, please break this 6 months n 2 months' instalment (i.e. INR 1300 in every two months). You'll get a confirmed 8 to 10,000 edits in these six months unless I die or my computer dies. (my computer is dying, with lots of complexities now, I am trying to get a laptop from somewhere, requested WMF to give me a second hand laptop yesterday, and waiting for their reply)
  • Not needed, already purchased: Complete Works of Swami Vivekananda, Advaita Publications INR 1400 (already purchased, so not needed, this entry is kept here for tracking records)
Works already done in this field
Why do I need it?

For last two years, I have been trying to upload many good old documents but,. if I scan from internet cafes it takes me INR 5 to INR 10 per copy. I regularly need a good scanner to upload scanned photos and documents.

What can Wikipedia expect from me?

I'll upload 100 or so photos within 30 days (please include the book). You can expect 300 media files within first three months. I'll keep on uploading more and more photos on regular basis.

Regular requirements

As I mentioned, I need a scanner regularly, so I would not be able to do all works in a particular period (for example, someone says, "take a scanner for two weeks and return after that)

Please note:

  • I have been looking for these things for more than a year. Some portion of this application is copied from my last applicaton at Ta Wikipedia
  • I'll provide clear and transparent invoice etc. for the products to WMF or WMIN. If they keep my personal information "private", that'll be appreciated.

On-Wiki endorsements

Please see endorsements here: wikipedia:User_talk:Titodutta/Archive_55#WMIN_Infrastructure_Scholarship_endorsements --Titodutta 04:29, 27 November 2014 (IST)

Tito, thanks for providing community endorsement. Please be assured that the personal information of any scholarship recipient will be kept "private". Some community members have suggested that a smart phone would serve better as a portable scanner. Do you still want a scanner? Either gadget is fine. Just wanted to confirm. Some community members have suggested additional funds for warranty/extended warranty/AMC. If you need them, please also include these expenses and provide an estimate of funds needed. --Ravi 16:31, 27 November 2014 (IST)

  • No, I don't need additional funds for warranty/extended warranty/AMC. Just a good quality scanner is fine. Regards. --Titodutta 20:06, 1 December 2014 (IST)

Hi Titodutta, thanks for clarifying. Please also notify this in a centralized project specific page like WP:IND to inform the wider community. WMIN will be able to reimburse expenses up to 4900 INR based on your estimate. The scholarship shall be awarded under following terms:

  • For accounting reasons, the book and the scanner will remain as WMIN property under the possession of Kolkata Wikimedia community.
  • You shall be the first representative of Kolkata Wikimedia community to use the book and the scanner actively. When you no longer need them or remain inactive in your Wikimedia contributions or when another community member needs them for a while, you may arrange to handover and receive them back in your possession.
  • A brief report with activity statistics using these resources shall be submitted within 90 days of receiving the scholarship.
  • The scanner and book shall be returned to WMIN office if and when requested.

Please confirm acceptance of these terms and we will proceed with formalities. Please note that we usually only provide reimbursements against bills. Please let us know if you need cash in advance and we will see if there is a way to facilitate that. --Ravi 13:10, 9 December 2014 (IST)

  • Sorry for delay in reply. My mistake. I accept all these conditions. I have added one more thing. 50% of Tata Photon internet bill for six months (original copy of internet bill sent to Ravi-ji)
For transparency and clarity, I have a query— can I use the scanner for personal usages (i.e. sometimes you need to scan documents)? If I am not permitted to use the scanner for any personal usage, that is fine too.
Please consider, because of my own financial condition, I'll not be able to buy it first (if I ad so much money, I would have bought it long ago). --Titodutta 17:38, 23 December 2014 (IST)
  • For the addition, i.e. internet bill, You'll get a confirmed 8 to 10,000 edits in these six months unless I die or my computer dies. (my computer is dying, with lots of complexities now, I am trying to get a laptop from somewhere, requested WMF to give me a second hand laptop yesterday, and waiting for their reply) --Titodutta 17:53, 23 December 2014 (IST)
Hi Titodutta, thanks for accepting the terms. You can use the resources for your personal use too. WMIN will initiate fund transfer for the book and scanner. We will be in touch with you through email regarding this. I am glad to know you can be more active in contributing if part of the internet expenses are covered. Infrastructure scholarship can also cover this expenses and other needs like laptop. We will be rolling out this infrastructure support in a much wider scale and will get back to you regarding these needs. Thanks.--Ravi 17:54, 23 December 2014 (IST)
  • Hello, thank you for your reply. I don't need a laptop now. I was just trying to inform you that if my only desktop dies, there may be some problem in promised edit count if my desktop dies.
Else, (and most probably) everything will go fine. I'll send bank details now.
Please note: I randomly selected a scanner from web, please select the scanner yourself, that you think will best-fit our community need. Direct shipping from Flipkart/Amazon is fine (please make advance payment to those site). You'll get signed acknowledged within 5-7 days of receiving things. --Titodutta 18:30, 23 December 2014 (IST)
A fund transfer of 3981 INR has been initiated from my side pending approval by EC members. This fund will go towards getting the scanner and book of your choice as we discussed over the email. My best wishes for your project.--Ravi 21:34, 30 December 2014 (IST)
  • I accept that I have received the amount. Unfortunate enough that my computer is not working properly. Thanks to Ravi-ji for his co-operation and good works. Regards. ---Titodutta 19:36, 7 January 2015 (IST)

Hi Satdeep and Charan, we will be glad to support this need. Please have a look at Shyamal's proposal for a community librarian model and resource request page in en wiki. If you can use these books to support the needs of the community in a structured way, it will be a very good model for other Indian Wikipedias to replicate.

  • Could you please agree that these books will be property of Wikimedia India (for accounting reasons) and that you will be the custodian on behalf of Punjabi Wikimedia Community?
  • Could you please quantify the usefulness of these books? How many articles do you expect to improve using these in a 6 month and 1 year period? We will appreciate periodic brief reports based on this metric.

Thanks--Ravi 13:29, 9 March 2015 (IST)

Hi, Ravi I found Shyamal's proposal quite interesting and maybe we should work on that. As of my request, I agree that these books will be a property of Wikimedia India and we hope to edit more than a 100 articles in 6 months. I will try to prepare monthly reports as well.--Satdeep gill 16:59, 9 March 2015 (IST)
